The Alert Rules builder lets you compose conditions (metric + operator + threshold + duration) and route matching alerts to specific channels.
Quick answer
Open Settings → Alerts → Rules, click New rule, pick a metric (uptime, response time, SSL, visual, SEO), set an operator + threshold + duration, then choose which channels the rule fires to. Rules evaluate on every check.

FAQ
Do rules replace the default alerts?
No — rules add to defaults. Mute defaults per site if you only want rule-based alerts.
